In September 2006, the U.S. Environmental Protection Agency (EPA) selected Sullivan County to be the recipient of a $300,000 Brownfield Site-Specific Hazardous Substance Assessment Grant. Sullivan County used this grant to assess environmental conditions and promote site redevelopment of the former Davis Pipe Company property in Blountville. The assessment grant expired in September 2009. First Tennessee Development District administered the grant on behalf of Sullivan County. The County selected Hart & Hickman as its Brownfield environmental consultant to manage daily grant activities.
Progress To Date
Hart & Hickman completed a Phase I Environmental Site Assessment (ESA) of the former Davis Pipe Company property located at 250 Birch Street in Blountville in March 2007. A comprehensive Phase II sampling assessment was completed by Hart & Hickman at the former stainless steel pipe fabrication facility in October 2007. The Phase II data indicated litte environmental impact to the property. However, the site contains a regulated RCRA waste unit that is presently monitored and maintained by TDEC Division of Solid Waste Management.
Sullivan County has engaged a land design engineering firm, Cannon & Cannon, Inc. of Knoxville, to study local traffic patterns and to develop site redevelopment drawings. A community outreach meeting was held in July 2009 to discuss neighborhood traffic issues and the potential redevelopment options for the former Davis Pipe property.
After the grant expired, the County held a tax sale of the former Davis Pipe property. This property transaction is pending a formal closing. The new purchaser intends to enter into a Brownfields Voluntary Agreement with the Tennessee Department of Environment and Conservation.
