Site Assessment Reports
Brownfield Phase II Site Assessment Reports for both the Former SDS Medical Waste Incinerator site and Former SDS Storage Properties were submitted to EPA in June 2009.  These reports discuss the results of the soil and ground water sampling conducted at the Former SDS Properties.  Please check back, a summary of these results will be posted soon. 

Phase II Assessment / Site Sampling
The Quality Assurance Project Plans (QAPPs) were recently approved by EPA. Phase II soil and ground water sampling activities began at the property in early January.

Entry into the South Carolina Brownfield / Voluntary Cleanup Program
In addition, Hampton initiated Voluntary Cleanup Contract (VCC) with SC DHEC. If the Town took ownership of the former SDS Properties without the VCC work for liability protection, Hampton could be held responsible for any environmental impacts that may be identified. Once the VCC is in place, SCDHEC provides some liability protection to the Town.

Site Promotion & Community Outreach Meetings
In the meantime, we have not been idle. Mayor Rhoden attended the Brownfields Academy in Augusta, GA to market property to prospective developers at the “Transaction Table”. A community outreach was also held during a Hampton Town Council meeting in October 2008. In this meeting, Hart & Hickman, PC presented the results of the Phase I ESAs and discussed the next steps (Phase II Site Assessment). In addition, representatives from EPA and SC DHEC were on hand to answer questions.

Planning and Assessment Documents Prepared
Several reports have been completed and a few can be viewed by clicking on the links below. In June 2008, Hart & Hickman completed the Phase I Environmental Site Assessments (ESAs) at the SDS Properties. The Phase I ESAs identified several areas in which additional data should be collected, including soil and ground water samples. Quality Assurance Project Plans (QAPPs) have been prepared and approved by EPA and DHEC. The QAPPs explain the samples to be collected and steps to be taken to ensure the environmental data produced will be of the quality required for decision-making. As previously noted, the Phase II Site Assessment Reports were submitted in June 2009.  They describe the results of the soil and ground water sampling activites at the properties.

EPA Grant Awarded & Consultant Chosen
The United States Environmental Protection Agency (EPA) awarded the Town of Hampton a $200,000 Hazardous Substance Assessment Grant in the Spring of 2007 The Town solicited proposals from qualified environmental consultants and selected Hart & Hickman, PC to help coordinate the Town’s efforts, to conduct environmental investigations, and to prepare the necessary work plans and reports.

Site Cleared and Structures Demolished
Under a federal Community Development Block Grant, the Town was able to remove abandoned containers and demolish the SDS buildings to protect Town residents from potential health hazards at the site. The Town is currently in the process of acquiring ownership of the SDS properties through eminent domain.
