Grant Descriptions

First Tennessee Development District (FTDD) administers two Brownfield assessment grants collectively totaling $500,000 in funds provided by EPA. FTDD manages the Sullivan County Brownfield Hazardous Substance Assessment Grant awarded by EPA to Sullivan County in September 2006. Sullivan County is using this grant to assess environmental conditions and promote site redevelopment of the former Davis Pipe Company property in Blountville. FTDD also manages a Brownfield Petroleum Assessment Grant directly awarded by EPA to FTDD in September 2007. This is a community-wide grant for the eight-county northeast Tennessee region served by FTDD to address under-utilized petroleum-impacted properties and promote their site redevelopment.  The terms of each grant are for three years. FTDD selected Hart & Hickman as its Brownfield environmental consultant to manage daily grant activities.

Sullivan County Brownfield Hazardous Substance Assessment Grant

Hart & Hickman completed a Phase I Environmental Site Assessment (ESA) of the former Davis Pipe Company property located at 250 Birch Street in Blountville in March 2007. A comprehensive Phase II sampling assessment was completed by Hart & Hickman at the former stainless steel pipe fabrication facility in October 2007. The Phase II data indicated litte environmental impact to the property. A community outreach meeting was held in March 2008 to discuss the potential redevelopment options for the former Davis Pipe property during which the local residents offered several conceptual ideas.

FTDD Brownfield Petroleum Assessment Grant

Hart & Hickman completed Phase I ESAs on four Brownfield candidate properties that contain inactive petroleum underground storage tanks located in Carter, Johnson, and Washington Counties.  These targeted properties include:

  • Former Gas Station Site, Johnson City - Site 1 
  • Former Gas Station Site, Johnson City - Site 2 
  • Former Convenience Store SIte, Elizabethton
  • Former Used Car Dealer Site, Mountain City. 
  •  
Further Phase II assessment is currently being planned at two of more of these properties.   

First TN Development District's Efforts Land $500,000 in Two EPA Brownfield Grants for NE Tennessee

FTDD grant applications were successful in obtaining two Brownfield assessment grants from EPA. FTDD assisted Sullivan County in obtaining $300,000 for a site-specific hazardous substance grant, and FTDD was directly awarded a $200,000 community-wide petroleum assessment grant by EPA for the eight-county northeast Tennessee region it serves.

Community Outreach Meeting Held at County Courthouse

A community meeting was held on March 4, 2008 to discuss the findings of the Phase II sampling activities conducted at the former Davis Pipe Company property in September - October, 2007.
