EPA’s Brownfield Program provides incentives to prospective developers and businesses to develop potentially contaminated, underutilized properties, referred to as Brownfield properties, under the Small Business Liability Relief and Brownfields Revitalization Act.  Learn about funding options and incentives by picking one of the topics below.

Environmental Protection Agency (EPA) Grants

EPA provides financial assistance to qualifying towns, cities, counties, and government agencies through four competitive Brownfield grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Assessment grants provide funds to conduct sampling and analysis of soil and water samples, evaluate potential health effects associated with the properties, evaluate appropriate future property uses, develop cleanup and redevelopment plans, and prepare materials to promote the properties to prospective developers and businesses. Revolving loan fund grants and cleanup grants provide funds for cleanup at sites owned by qualifying towns, cities, counties, and government agencies. Grant Writing Assistance

State Brownfield Programs

While many towns, cities, counties, and government agencies choose to use EPA’s grant funds to sponsor their Brownfield redevelopment efforts, private developers and businesses are not eleigible to use these funds. Consequently, it is often advantageous for private developers and businesses interested in a potentially contaminated property to consider entering the appropriate State Brownfield program, some of which are referred to as voluntary programs. To encourage cleanup and redevelopment at Brownfield properties, State programs afford prospective purchasers with liability protection and tax credits, provided they agree to conduct the necessary assessment and cleanup at the property. The State and the prospective purchaser enter into a Brownfield Agreement or Voluntary Cleanup Contract which specifies the action to be taken by the prospective purchaser to make the property safe for re-use.  See our Helpful Resources page for State Browfield Program contact information and websites for Region 3 Member States and for Region 4 Member States.

TBA Assistance

EPA’s Targeted Brownfield Assessment program can be used to conduct assessments at eligible properties for qualifying towns, cities, counties, and government agencies that do not have other available funding resources. The TBA program utilizes EPA’s chosen contractors or those chosen by State agencies that have received TBA funds.  See EPA's web information about TBA's for more detail or contact us.

Tax Credits

As described above under the State Programs heading, State programs afford prospective purchasers who agree to conduct the necessary cleanup with liability protection and tax credits to encourage redevelopment at Brownfield properties, provided they agree to conduct the necessary assessment and cleanup at the property. Other Funding

It is important for qualifying towns, cities, counties, and government agencies submitting grant proposals to EPA to demonstrate that they can leverage their funds to maximize their chances of redeveloping their Brownfield properties. There are complimentary funding resources that can be used for this purpose, such as Community Development Block Grants, Transportation Enhancement Grants, and others available through private foundations serving niche needs.
